The Grand Library Council are the collective ruling body of the Church of Mishra. They consist of sixteen members: the fifteen Archdeans and the Grand Librarian. They preside over the Church on a worldwide scale, and are responsible for all decisions and policies which pertain to the faith across the continent. Their seat of government is, as the name of the Council implies, the Grand Library of Mishra in the city of Laythwren.
